  Edward J. Malloy serves as president of the New York City and New York State Building and Construction Trades Councils, representing more than 200,000 working men and women in their affiliated unions. He was elected to both positions in 1992. Mr. Malloy is a vice president of the New York State AFL-CIO and chairman of the New York Blood Center. He is a member of the New York City Council’s Legislative Advisory Commission on the Homeless, as well as the Building and Construction Trades Department’s Leadership Program.

  As president of the Building and Construction Trades, Mr. Malloy is responsible for facilitating public and private construction projects. His duties require close contact with government officials at the city, state, and federal levels. In addition, Mr. Malloy regularly confers with private real estate developers to get projects started and create jobs for Building and Construction Trades members.

  During his tenure, Mr. Malloy has played a crucial role in forging the historic Project Pathways agreement. This program links the vocational high schools of New York City with the apprenticeship system of the Building and Construction Trades. It is an innovative partnership between the public and private sectors to enhance employment opportunities for students who make a commitment to graduate. Participating unions have thus far invested $4 million of post-secondary scholarship funds in 400 young people to give them the advanced training needed to compete for meaningful careers in an industry with good paying jobs.

  Mr. Malloy has also been successful in negotiating a landmark Project Labor Agreement for repairs to the Tappan Zee Bridge that will save taxpayers at least $6 million. Project Labor Agreements make unions attractive by establishing a framework to complete construction projects on time and under budget. These agreements represent a model for fostering the favorable labor-management relations unions need to meet the challenges of coming years.

  Prior to becoming head of the Building and Construction Trades in New York, Mr. Malloy served as the chief executive officer of the Enterprise Association of Steamfitters Local Union 638. A veteran of the United States Army, he received a certificate in Labor Studies from Cornell University's New York School of Industrial Relations, and was graduated with a Bachelor of Science degree from the State University of New York - Empire State College.
