Richard H. Girgenti Business Leader Italian 1998 Recipient Richard H. Girgenti is a Principal in the Forensic & Litigation Services Practice at KPMG Peat Marwick LLP. Mr. Girgenti is an experienced former State prosecutor and top level criminal justice administrator. He is a veteran trial and appellate attorney who has taught, written and lectured extensively on a wide range of legal and criminal justice topics. In July of 1991, Governor Cuomo appointed Mr. Girgenti as New York States director of Criminal Justice. As the States Criminal Justice Director, he served as the Governors chief advisor and policy maker on all criminal justice matters and was responsible for developing and promoting the States criminal justice agenda. Mr. Girgenti was also responsible for coordinating and overseeing the policies and initiatives of all of the States criminal justice agencies, including the State Police, the Department of Correctional Services, Division of Parole, Crime Victims Board, Office of the Inspector General, Commission of Correction, and Division of Probation and Correctional Alternatives. Also in July of 1991, Governor Cuomo nominated, and the New York State Senate confirmed, Mr. Girgenti as Commissioner of the Division of Criminal Justice Services, a multi-service criminal justice agency, with approximately 800 employees and a $53 million operating budget. In 1992, at the request of Governor Mario Cuomo, Mr. Girgenti conducted an exhaustive and independent review of the July 1991 disturbances in Crown Heights and the resulting prosecution into the murder of a young Rabbinical student. Mr. Girgenti worked for seventeen years as an assistant district attorney in the New York County District Attorneys office. Mr. Girgenti has had extensive experience in the investigation and prosecution of illegal drug trafficking, major felonies and homicides. In 1984, District Attorney Robert M. Morgenthau promoted him form Bureau Chief in the Trial Division to the position of Administrative Assistant District Attorney. In this position, Mr. Girgenti oversaw the administrative operation of over 500 attorneys and 700 support staff. He also served as the district Attorneys advisor on policy matters and as his representative on the legislative and inter-governmental matters. Mr. Girgenti also served as Coordinator of the New York State Law Enforcement Council. The council is the leading law enforcement legislative advocacy group in the State and represent the State District Attorneys Association, the Attorney Generals office, the New York State Association of Chiefs of Police, the New York State Sheriffs Association, the New York City Mayors office and the Citizens Crime Commission. Mr. Girgenti was born in Brooklyn, New York, and lives in Ossining, New York, with his wife and two sons. He is a graduate of Seton Hall University and Georgetown University Law Center.
